Even so, Maryland is among the slowest states to implement CBD laws in the nation. The United States government allowed states, under the Farm Act in 2014, to cultivate as well as research on industrial hemp.
With House Bill 803, Maryland moved swiftly, and in 2015 they launched their initiatives and removed industrial hemp from the cannabis controlled status. They further allowed the cultivation of industrial hemp throughout Maryland with House Bill 443 in 2016.

According to HB104, medical marijuana can be used in the state of Maryland but never for recreational purposes. This is because medical marijuana uses a higher dose of THC than CBD oil. After all, it is used to treat debilitating conditions.
Patients qualified to use medical marijuana are allowed to possess up to 120 grams, but they can only use it in a vaporized form, ointments, extracts, tinctures, and lotions. It is considered illegal to smoke it.
The government asked the Maryland Department of Health and Mental Hygiene to develop regulations for medical marijuana patient registry, together with the Natalie LaPrade Medical Marijuana Commission. LaParade Medical Marijuana Commission and Fund were charged with creating regulations that would develop procedures, policies, and guidelines that would implement the Bill. However, the entire research process throttles because the commission doesn’t have the power to license more than five medical marijuana growers.
Over the years, there have been more cases like this, Maryland, which leaves the laws in a state of flux. Politics seem to take the central case in most cases rather than doing what will benefit the people more and give them health benefits of CBD and Cannabis-derived products.
